I am having trouble installing the latest versions (.9.11 and .9.12rc1).

When I execute the install file (Architect-Setup-Windows-jdbc-0.9.12-rc1.exe), it says "extracting", but when it is done, it just opens up my zip utility (WinRAR) showing all the files.

What am I supposed to do at this point?

You're facing pretty much the exact same problem as the one in this thread:

Basically, your system is configured to associate executable .JAR files with the WinRAR program, when instead it should be running with the Java Runtime Environment.

You can either figure out how to associate .JAR files with the JRE, or you can simply reinstall your Java Runtime environment, depending on which you are more comfortable with.
